what is the difference btw SF16 7MB & SF16 40MB

Depends on your computer/phone. If your device runs on a potato, take SF16 with 7MB.
Hello, the 40Mb version is the strongest, but is heavier (40Mb), so for people using mobile data or slow connection there’s a 7Mb version
So if I understand correctly, these 7MB / 40MB values refers to amount of data which is part of the engine (and downloaded with it) while the "memory" setting (16 - 256 MB) is the amount of memory the engine can use for its calculation. Of, from practical point of view, both are of the "the more the better" type but 7MB is rather a choice for slow or rated connectivity while lower "memory" setting for machines with low memory.
7MB/40MB values refer to the size of the NNUE network file, which would have to be downloaded. And you are correct, this doesn't have anything to do with the amount of RAM (memory) you give to the engine.

For the majority of people here, the difference between the versions in terms of strength wouldn't matter. So pick whichever you want.

Btw, what's the point of shortening Stockfish to SF? No space?

because for other engines there are no two different neural networks.

btw is usually short for "by the way", not "between".
