1700 player looking for improvement

Most of my games, I can't really find any avenue for attack and just wait around for my opponent to blunder. Should I just work on improving tactics, or are there strategic concepts I'm missing?

Here's an example game, with some annotations of my thought process.
I'm about the same level as you, and I've been reading through Artur Yusupov's 9 book series (Boost your chess is the first book) and have found it really helpful. I have been in the same boat as you for a while where I wasn't really sure what to do after the opening other than wait. But I think these books are useful because they really starts to give you different things to look for during a game besides just tactics.
