Getting game archives of lower rated players from chess databases

Hi all!
I'm trying to prepare for my opponent in OTB tournament.

So, I started searching for games. And I found it nearly impossible to find them! They certainly have FIDE card and statistics of games except for the PGN. I've tried all chess databases on different sites, but no luck.

Does it mean, if you're 1600-2100 player, your games won't be in chess databases?
They play lots of local tournaments, who is supposed to collect the scoresheets, insert them into a db, send them to where? There is no automatism for everything.

Chessbase pays only for high quality input, for low level you have to pay.
I would expect 2100 players to have a decent amount of games in the db. Where did you look? MegaBase? chess-db?
For 1600 it's rather unlikely though as mentioned, since someone has to actually do that.
@Sarg0n, but they do have a local tournament results on FIDE official site. I guess it was done automatically via Swiss Manager, but it's sad to hear that almost 90% of amateur games are never to be found again.
Yeah, sure. But transmitting the results has nothing to do with the games, one has to insert them manually...
